on november 2, 1865, public act signed austria, britain, france, italy, prussia, russia, , turkey placed ced, officers, works , establishments under protection of international law (article i). 2 annexes appended — 1 on navigation regulations , other on tariff of navigation dues levied @ mouth of danube. new tariff, principally work of john stokes, established danubian rule or danube rule of measurement.
