in 1592 spaniards founded first european settlement, trinidad s capital town san jose de oruna (st joseph). office of cabildo or town council controlled police force. duties restricted within town. strength of police force never exceeded 6 between 1592 , 1792.


after slavery abolished in 1838, , on 22,000 men , women enjoyed full civil rights, responsibility of police increased , ‘rural system of police’ had established. end of 1842 there twelve police stations , approximately 1 hundred officers comprising inspectors, sergeants , constables.


in mid 19th century members of metropolitan police brought trinidad on secondment, police force had mixed composition far racial strains concerned. during period police headquarters housed @ corner of abercromby , hart streets.


the weapon policeman carried truncheon 4 feet long. violence met violence, , local tradition of police beating first , arresting after formed. general pattern of law enforcement in 1840s was, once arrested police took accused station or if recalcitrant, held him , sent call sergeant. police stations courthouses magistrates travelled 1 police station another. until 1844 when trial jury , english statutes introduced trinidad.


in 1851 police appointed country s first postmen , mail carriers , police stations transformed post offices. mounted branch established purpose. in 1860 police force relieved of of these extracurricular duties.


in 1869 ordinance initiated better organisation , discipline of police force. more organised police force, greater police surveillance of residents provided. police headquarters @ corner of st. vincent , sackville streets completed in 1876 housing approximately 4 hundred , fifty–two (452) men. on years strength increased , other units established, such traffic branch in 1930 , special branch.


by 1955 need policewomen deal juveniles , female offenders had long been overdue. under ordinance no. 6 of 195, twelve female officers drafted force.


a commission of enquiry appointed government probe administration , discipline of police service. in 1966 governor general assented police service act, enacted police service regulation 1965. act divided service 2 divisions - first , second divisions. introduced change police force police service. change not in name in operation. focus shifted being militaristic force service-oriented organization. police service subsequently established mission , vision statement:


by 1970s police service had grown in strength 3,399 members , placed under portfolio of ministry of national security. mr. francis eustace bernard first local appointed commissioner of police in 1973.


in 1881 police headquarters destroyed fire caused kerosene oil lighting system. police headquarters destroyed second time in 1990, time during attempted coup. new police administration building constructed @ corner of edward , sackville streets following year housing administrative offices.


during past 2 decades strength of service has grown 6436 officers several new specialist units being introduced.
