the metric system introduced france in 1795 on district district basis, starting paris. however, modern standards, introduction poorly managed. although thousands of pamphlets distributed, agency of weights , measures, oversaw introduction, underestimated work involved. paris alone needed 500,000 metre sticks, yet 1 month after metre became sole legal unit of measure, there 25,000 in store. this, combined other excesses of revolution made metric system unpopular.


napoleon ridiculed metric system, able administrator, recognised value of sound basis system of measurement. under décret impérial du 12 février 1812 (imperial decree of 12 february 1812), introduced revised system of measure – mesures uselles or customary measures use in small retail businesses. however, government, legal , similar works still had use metric system , metric system continued taught @ levels of education. names of many pre-metric units reintroduced, redefined in terms of metric units. toise (fathom) defined being 2 metres 6 pied (feet) making 1 toise, twelve pouce (inches) making 1 pied , twelve lignes making 1 pouce. likewise, livre (pound) defined being 500 g, each livre comprising sixteen once , each once 8 gros , aune 120 centimetres.
