hewart began career journalist manchester guardian , morning leader. called bar @ inner temple in 1902, joining northern circuit. took silk in 1912.


he liberal member of parliament leicester 1913, and, after constituency divided in 1918, leicester east. appointed solicitor general in 1916, receiving customary knighthood, , sworn of privy council in 1918. attorney general 10 january 1919 6 march 1922. entered cabinet in 1921, , lord chief justice of england 8 march 1922 12 october 1940. elevated peerage baron hewart, of bury, in county of lancaster in 1922 allow him sit in house of lords lord chief justice. upon retirement created viscount hewart.


in 1929 hewart published new despotism, in asserted rule of law in britain being undermined executive @ expense of legislature , courts. book controversial , led appointment of committee on ministers powers—chaired earl of donoughmore—but report rejected hewart s arguments.


he has been described 1 of vigorous , vociferous believers in impeccability of english jury system of or other century however, in 1931, hewart made legal history, when (sitting mr justice branson , mr justice hawke) quashed conviction murder of william herbert wallace, on grounds conviction not supported weight of evidence. in other words, jury wrong.
