legal history
grand rapids public schools created in 1871, when state legislature passed act creating board of education of city of grand rapids. according act, boundaries of district same boundaries of city of grand rapids. prior time, city of grand rapids had not established 1 single school district. rather, west side known union school district , east side of grand river served 2 other districts.
in days following 1871, matters of public schools , matters of city more intertwined today since school board s budget had submitted city approval. in time, when city boundaries expanded, school boundaries expanded well. constitution of 1908 prohibited special , local acts, city expanded through annexation until 1920s when codified school law became more distinct. in 1962, law stating boundaries city , school district must same repealed. since then, enlargement of city has not resulted in expansion of boundaries within grand rapids public schools school district.
the relationship between grps , city different 1 hundred years ago. city no longer has control on school budget, district s bonding powers, or borrowing powers. currently, city s basic responsibility conduct school elections , collect school tax after school board has determined how tax should levied. legislature has continued require cities , schools operate separately.
school board history
prior may 1906, board of education had twenty-five members. 2 of these members elected each of twelve wards of city, , mayor of grand rapids served ex-officio member. election process responsible poor location of many schools in grand rapids. many schools located according specific ward, rather according needs of city. in may 1906, membership of board decreased nine. each member elected residents of city whole , serves on board three-year term.
originally, board occupied space on first floor of city hall, 1915 had complete use of fourth floor of building. additional offices located in old north division school @ 234 north division avenue , old junior college building on ransom avenue. maintenance department located @ 425 west pleasant street in former pleasant street school. in june 1920, board moved offices fifth floor of new addition george a. davis vocational , technical high school. building later transitioned west junior college building. new addition designed hold these offices. 1 important factor in construction of administrative offices 1927 city commission imposed rental fee of $5,000 per year use of space in city hall. prior time, space had been rent free. however, main factor construction increased efficiency , desire have administrative personnel @ 1 location.
administrative history
administratively, board used dual system of control, superintendent of schools , business manager each directly responsible board. in 1937, chief engineer became responsible directly board of education; chief engineer reported business manager.
on march 2, 1959, administrative structure changed superintendent of schools employee directly responsible board. business manager placed under superintendent of schools, , chief engineer assigned report business manager.
