not long after arrival in new york, burnet had assembly pass law banning albany-montreal trade. action earned him opposition merchant interests traded directly new france, including huguenot stephen delancey , other albany merchants. 2 vocal merchants, adolph philipse , pieter schuyler, sat on governor s council, , removed burnet in 1721. law circumvented: merchants routed trade goods through nearby mohawks carried goods , montreal. law stiffening enforcement of trade ban passed in 1722. these policies caused protest not in new york, in london, british merchants argued having negative impact on trade volume europe.


in 1723 burnet informed french had begun construction of fort niagara @ western end of lake ontario; action presented clear threat british attempts more directly access , control fur trade. consequently ordered construction of fort oswego @ mouth of oswego river. decision not upset albany traders, lose monopoly on fur trade, upset french (because gave british direct access lake ontario) , iroquois, had wanted fort sited @ lake oneida instead. burnet tried placate iroquois stationing militia forces in oneida area, resented intrusion.


burnet s attempts implement trade policy unsuccessful. in 1725 merchant interests, stephen delancey among them, succeeded in gaining seats in assembly through special elections, , burnet s decision question citizenship of huguenot delancey (and right seat in assembly) angered many moderates in body. in following years assembly noticeably more hostile rule. trade ban repealed in 1726 , replaced system of taxation designed prefer western trade on albany-montreal trade. time of departure in 1727 clear policy not working, , in cases having negative effects. laws respecting indian trade passed during administration repealed in 1729; long-term effects establishment of british military presence @ oswego, , breaking of albany s monopoly on trade. burnet left new york more factionally divided between merchants , landowners when arrived.
