part 97 consists of 6 subparts (a through f) , 2 appendices.


a. general provisions

subpart contains fifteen sections, numbered 97.1–29.


subpart defines number of terms relevant provisions of part 97, , establishes amateur service voluntary, noncommercial communications service devoted advancement of amateur art, skills associated it, , international goodwill brings, regard provision of emergency communications. establishes basic constraints , rights pertain amateur licensing , conduct, including licensing requirements , limitations on station equipment , power output.


b. station operating standards

subpart b contains eleven sections, numbered 97.101–121.


subpart b details standards of communication conduct expected of amateur operators, including types of transmissions authorized , prohibited fcc, limitations pertaining third-party , international communications, , on-air station identification requirements.


among other limitations, section forbids transmission of music using phone emission, except incidentally during authorized rebroadcasting of signals u.s. government space station (typically communications space shuttle).


c. special operations

subpart c contains eleven sections, numbered 97.201–221.


subpart c details rules , regulations pertaining number of special operating procedures, including auxiliary , repeater stations, message forwarding, communications between earth , space stations, telecommand , transmission of coded telemetry data, , automatic station control.


d. technical standards

subpart d contains 9 sections, numbered 97.301–317.


subpart d sets forth requirements pertaining amateur radio frequency allocations, emission modes allowed, , technical standards according may used.


e. emergency communications

subpart e contains 4 sections, numbered 97.401–407.


subpart e supports service of amateur radio operators in times of disaster establishing basic standard operating procedures use in case emergency should occur. primarily, authorizes use of radio technology immediate safety of human life , immediate protection of property, regardless of other fcc regulations, when no alternative available. establishes radio amateur civil emergency service (races), civil defense communications service intended activation in times of war or threat national security.


f. qualifying examination systems

subpart f contains thirteen sections, numbered 97.510–527.


subpart f lays out examination , certification systems whereby amateur radio operators licensed. includes outlining structure , conduct of volunteer examiner coordinators (vecs), organizations accredit , organize volunteer examiners (ves) administer test elements prospective licensees.
