after eas established issue arose of whether future east asia community arise eas or asean plus three. prior creation of eas appeared asean plus 3 take role of community building in east asia.


malaysia felt still case role of community building fell asean plus 3 shortly before second eas despite confusion . china apparently agreed whereas japan , india felt eas should focus of east asian community.


after first eas feasibility of eas have community building role questioned ong keng yong, secretary-general of asean being quoted describing eas little more brainstorming forum . nevertheless, chairman’s press statement seventh asean plus 3 foreign ministers’ meeting kuala lumpur, 26 july 2006 said



25. ministers welcomed convening of east asia summit forum dialogue on broad strategic, political , economic issues of common interest aim of promoting peace, stability , economic prosperity in east asia. in respect, recognized east asia summit make significant contribution achievement of long-term goal of establishing east asian community.



it appeared on time following first eas focus less on whether eas has role in community building role , whether secondary asean plus three. mid-2006 chinese news site xinhua net suggested community arise through two-phase process asean plus 3 first phase , eas second phase. china-india joint declaration of 21 november 2006 linked, @ paragraph 43, eas east asian community process.

on view, community building not short term project. however, after second eas, indian prime minister manmohan singh confident eas lead east asia community. china had apparently accepted case.


if achieved comprehensive economic partnership east asia (cepea) tangible first step in community building process. second eas seems have increased confidence in cepea still proposal.


it has been suggested eas consists of anti-region prospects of forming community less likely.
