schley commissioned commodore on 6 february 1898, , on 24 march, although lowest on list of commodores, put in command of flying squadron, u.s.s. brooklyn (ca-3) flagship, service in spanish–american war.


on 18 may 1898, schley s flying squadron sent acting rear admiral william t. sampson cienfuegos pursue spanish squadron under command of admiral pascual cervera y topete. when sampson received news cervera in santiago de cuba, not cienfuegos, vacillated, @ first informing schley of rumor, yet requesting him stay @ cienfuegos, later changing orders have schley investigate situation @ santiago.


although schley subordinate sampson, accustomed exercising independent command of ship. schley decided stay @ cienfuegos, feeling signs indicated cervera there in harbor. after hearing cuban insurgents cervera not @ cienfuegos, schley decided obey sampson s orders 3 days after receiving them , go santiago. when crew of 3 american cruisers encountered denied knowledge of cervera s whereabouts, schley decided return key west, florida, coal ship. navy department sent dispatch schley asking him stay @ santiago, replied unable obey these orders. inexplicably, schley decided mid-voyage return santiago on 28 may, following day confirmed spanish squadron there. sampson arrived on 1 june , assumed command. american ships formed reverse crescent west south east blockade narrow south facing harbor entrance channel trap spanish ships. generally, crescent made of faster cruiser u.s.s. brooklyn (ca-3) , battleship u.s.s. texas west , south , heavier battelships u.s.s. oregon (bb-3), u.s.s. iowa (bb-4), , u.s.s. massachusetts (bb-2) south , east. concept bigger slower warships shield daiquiri beachhead , supply ships supporting land invasion east , faster ships west able converge on spanish fleet came out. greatest concern navy protecting army beachhead spanish sortie. of less concern spanish ships running west escape. there 1 other ship, armored cruiser u.s.s. new york (acr-2), fast brooklyn less heavily armed, sampson used own personal flagship.
