july 13, 2011 japanese nuclear safety commission made official announcement @ last report dated june 11, 1993 (heisei 5) titled lit. event of entire alternating current station blackout on nuclear power plant (原子力発電所における全交流電源喪失事象について) conducted working group. reporting evaluation of regulations against possible occurrence of entire loss or station blackout (sbo) of alternating current in nuclear power plants in other countries , japan, , resulted necessities of further discussions on methodology avoid or recover sbo, , reported probability of sbo in japan less other countries on reliability.
on august 26, 2011, office preparation of nuclear safety regulatory organization reform established @ japan’s cabinet secretariat in nagatacho, tokyo. later day celebration held in kasumigaseki. reform split promotion of nuclear power control-function. task of new office make preparations realize new control-body under ministry of environment (moe) in april 2012 including necessary legislation this. office manned 37 staff members cabinet office, ministry of education, culture, sports, science , technology (mext), ministry of economy, trade , industry (meti), , other ministries , agencies, , delegations private companies.
on 2 january 2012 haruki madarame, since april 2011 appointed chief of nuclear safety commission of japan, acknowledged had received 4 million yen 2009–11 mitsubishi heavy industries, big manufacturer of nuclear power reactors. member of government panel, seiji shiroya paid 3.1 million yen japan atomic industrial forum inc. on 3 years 2009, while professor @ university of kyoto. according madarame, former professor of university of tokyo, these donations had no influence on decision-making, when promoting nuclear safety double-checking regulatory measures implemented nuclear industry , science ministries. according 2 scientists, donations intended promote nuclear research, , money spent on research , cover costs of business trips. madarame added records of panel-meetings made published, , public should judge whether these donations appropriate.
