in june 2007, former australian prime minister, john howard, announced australia adopt carbon trading scheme 2012. scheme expected same counterpart in united states , european union using carbon credits, businesses must purchase license in order generate pollution.


the scheme received broad criticism both alp , greens. alp believed scheme weak bad political move government. lack of clear target government scheme before 2007 federal election produced high degree of skepticism on willingness of government on mitigation of global warming in australia.


in march 2008, newly elected labor government of prime minister kevin rudd announced carbon pollution reduction scheme (a cap-and-trade emissions trading system) introduced in 2010, scheme delayed year mid-2011, , subsequently delayed further until 2013.


in april 2010, kevin rudd announced delay cprs until after commitment period of kyoto protocol, ends in 2012. reasons given lack of bipartisan support cprs , slow international progress on climate action delay.


the federal opposition criticised delay did community , grassroots action groups such getup.
