the first republic overthrown widespread protests known april revolution in april 1960. after fall, power briefly held interim administration under heo jeong. new parliamentary election held on 29 july 1960. democratic party, had been in opposition during first republic, gained power , second republic established.


the second republic operated under parliamentary system. first , instance south korea turned cabinet system instead of presidential system. legislature bicameral, national assembly lower house , house of councilors upper house. president elected both houses of legislature , served head of state. due numerous abuses of power south korea s first president, syngman rhee, president s role reduced new constitution, point entirely ceremonial. real power rested prime minister , cabinet, elected national assembly. yun po sun elected president on 13 august 1960. prime minister , head of government chang myon.
