russia participated in first eas observer @ invitation of 2005 host malaysia , requested become member. request become future member received support china , india.


the membership of eas considered asean on case case basis. asean decided freeze new membership of eas second , third summits.


the status of potential future members discussed in chairman s statement of 16th asean summit (9 april 2010) in these terms:



43. recognized , supported mutually reinforcing roles of asean+3 process, east asia summit (eas), , such regional forums asean regional forum (arf), promote east asian cooperation , dialogue towards building of community in east asia. in connection, encouraged russia , deepen engagement in evolving regional architecture, including possibility of involvement eas through appropriate modalities, taking account leaders-led, open , inclusive nature of eas.

us president barack obama declared country asia pacific nation during first year in office. subsequently, secretary of state hillary clinton attended fifth eas in october 2010 , president obama attended sixth eas in november 2011.

in april , may 2010 discussed roles russia , united states may create new grouping asean + 8 including east asia summit members united states , russia. asean + 8 may not meet regularly east asia summit due logistical difficulties in united states president committing annual asian meeting. such meeting held every 2 3 years coincide apec meeting occurring in asia.
