on 3 march 1986, saikyo line began through service shinjuku via yamanote freight line, had seen less use freight services since opening of musashino line in 1973. freight services on former akabane line ended in 1999. services southward shibuya , ebisu did not begin until 16 march 1996, when new platforms completed accommodate passenger service. through services Ōsaki , rinkai line began on 1 december 2002.


the saikyo line has had particularly severe problem of overcrowding during peak periods, during weekday mornings. opening of shonan-shinjuku line in 2004 , tokyo metro fukutoshin line in 2008, both of parallel saikyō line part of route, alleviated of worst crowding. problems resulting overcrowding have included higher incidence of groping, delays in train schedule caused longer time taken @ each station pick , drop off passengers. saikyō line notorious having highest reported number of groping-related incidents (known chikan incidents) in greater tokyo area. problem directly addressed introducing women-only passenger cars during rush hours, , indirectly addressed reducing overcrowding problems whole.
